How do I resolve the error "Mailing failed: -100030001" from Connect for PHP (CPHP) SendMailingToContact?

Environment:

Connect for PHP API (CPHP)
Oracle B2C Service

Issue:

I am using the  Connect for PHP (CPHP) SendMailingToContact method and am receiving this error. What does the error "Mailing failed: -100030001" indicate, and how do I fix it?
