User groups are not getting displayed when adding them to a view

Why aren't all my user groups getting displayed in the list of available user groups, whenever I try adding them to a specific view?

Whenever the number of user groups exceeds 20, they no longer get displayed in the user groups list, while trying to add them to a specific view.

Instead, there is a "Selection mode" button getting displayed at the top of the list, allowing one to chose between "Navigate"or "Search".

When opting for "Search", a search can be performed on the a specific user group name, allowing it to be added to the view.

This is the expected behavior for this product functionality.
