Cannot edit business rules

Why is the Edit button not active under business rules?
Environment:
Oracle B2C Service, All Versions
Resolution:
The "Rules Edit" permission needs to be enabled under the agent's profile in order to edit business rules. To confirm this is enabled, view the permisisons tab under the agent's profile. When set correctly, the "Rules Edit" checkbox is selected under the Administration tab.
Then reload the Business Rules editor and the Edit button should be enabled.
