Why is the following notification being received when trying to create a new survey?

When creating a new survey, we receive this alert message:
"No Enabled mailbox exists. You will not be able to save until an enabled mailbox has been created.
Please create a mailbox in the Administration Console."
This error is being received when an Outreach mailbox is not yet created. Once the Outreach mailbox is created, the notification message will not display.
