Accents in PTA string

What is the proper way to handle accents contained in a Pass Through Authentication string?
Environment:
All versions using Pass Through Authentication (PTA)
Resolution:
To pass accents via a Pass Through Authentication (PTA) string, they must be encoded first. For example, ñ will need to be encoded to %F1. Once the accents are encoded, the string can be encrypted or base64 encoded depending on the console's current setup of Pass Through Authentication.
