Why can I not submit an service request for an organization or site that I am not associated?

Environment:

Service/Incident Submission
Oracle Service Cloud, All versions

Resolution:

Per our security policy, service requests can only be submitted to the Oracle Service Cloud by a valid support contact associated to the same organization that the site and contact record is listed under.

Basic example structure
Organization A  Organization B  Note
 Primary Support Contact A1  Primary Support Contact B1  Note: It is good practice to have more than one Primary Support Contact.
 Primary Support Contact A2  Primary Support Contact B2  
 Support Contact A3  Primary Support Contact B3  
 Site A  Site B  
 - Interface A1  - Interface B1  
 - Interface A2  - Interface B2  


A support contact from Organization A cannot make any requests for Organization B. The contact record, site and interface must all be associated to the same Organization record as the contact.
