Why can I not submit an service request for an organization or site that I am not associated?

Per our security policy, service requests can only be submitted to the Oracle Service Cloud by a valid support contact associated to the same organization that the site and contact record is listed under.

Primary Support Contact A2 Primary Support Contact B2 Support Contact A3 Primary Support Contact B3 Site A Site B - Interface A1 - Interface B1 - Interface A2 - Interface B2
A support contact from Organization A cannot make any requests for Organization B. The contact record, site and interface must all be associated to the same Organization record as the contact.
