How do I add a contact to be cc:d on the Hosting Auto-Notification utility incidents?

You will first need to confirm that the contact is listed as a Support Contact for your organization.
If not, you will need to add the contact as at least a Technical Contact with Support Contact privileges by going to the Contact Management pages and follow the detailed steps provided in Answer ID 1560: Using the Contact Management page to add or update designated contacts.
