Why do we receive a "No SMTP server defined" error when trying to create a new mailing?

We are trying to set up Mailings and when I click on NEW at the top, I am returned with the following error in the application:
"No SMTP server defined. Please set the MAILER_SMTP_SERVER config in the administration console"
This error is received when the RNMD utility is not enabled. Enabling RNMD will set the MAILER_SMTP_SERVER configuration setting. MAILER_SMTP_SERVER is a hidden configuration setting and must be adjusted by Oracle Service Cloud. Please submit a service request to Ask Technical Support if you are experiencing this error.
