How do I fix an interface where all navigation sets have been removed?

Environment:

Navigation Sets

Resolution:

Every interface needs at least one navigation set.  If all are removed, agents will be unable to navigate while logged into the interface.  If all navigation sets are removed, a site administrator will need to utilize the system-defined administrator account to login and create a navigation set.
