"Answer" workspace not working after update to 18A or above

After updating our site to 18A, why is the answer tab blank?

Environment:

Oracle Service Cloud (OSvC), 18A or above 

Issue:

We just updated to 18A (or newer) and are not able to edit or create new answers. The answer tab is blank.

Overview:

Versions 18A or above of OSvC use the CefSharp browser control for WinForms and WPF apps in answer creation and editing.  

CefSharp is based on Chromium Embedded Framework, the open source version of Google Chrome. CefSharp uses modern web standards, and supports HTML5, JavaScript, CSS3 and HTML5 audio/video elements. 3D content is supported via WebGL which uses OpenGL/DirectX for hardware accelerated rendering

Resolution:

Issues have been seen where the answer workspace or answer tab is blank and or not functioning after updating a site to 18A or above.

This issue has been shown to happen when the core CefSharp components are blocked or disallowed by an Ant-Virus application, any whitelisting application such as Microsoft's AppLocker, or by a GPO (Group Policy Object).

Please work with your IT staff to ensure the "CEFsharp.dll" and the "CEFSHARP.BROWSERSUBPROCESS.EXE" are not blocked on the workstation(s).
