Why am I unable to see View option from attachments on the incident in BUI even if the site has been updated to 22D?

Environment:

Oracle B2C Service Browser User Interface (BUI)

Issue: 

User is unable to see View option from attachments on the incident in BUI even if the site has been updated to 22D.

Resolution: 

From 22D they have an added feature to Preview on attachments without actually downloading the attached file.
 
There would be a View option on the right side of the attached files.
It was indicated on the documentation for 22D that for Steps to Enable, there is nothing that needs to be enabled from the user's end.
 
Upon further testing, the View option would not still be seen from the attached file even if the client site has been upgraded to 22D unless the configuration setting FATTACH_OPEN_ENABLED is enabled. 
 
Once configuration setting FATTACH_OPEN_ENABLED is enabled the user would need to logout and relogin on BUI for the change to apply.
