Why is the Attachment icon greyed out in the incident thread editor when adding a Private Note?

Environment:
Incident Thread, Attachment
 
Issue:
When adding a new Private note, the Attachment icon is greyed out.
 
 
Resolution:
Attachment icon in the thread editor is available only for Response threads of Email type. For all other thread types, the attachment icon will be greyed out.
