Engagement Engine rule using On Demand condition or action is not working

Resolution:
As part of Data Center migration, we are removing On Demand/Webcare rule conditions/actions from Editor page. Failure to remove these conditions/actions will result in an "invalid data" or 404 error when publishing those rules.
