Why is there mismatched date values in Reports when comparing to the Content History page of the KA Authoring tool?

There are mismatched date values in Analytics Reports when comparing to the corresponding entry at the Content History page of the Knowledge Advanced Authoring tool.
This is expected behavior due to the different time references used by Oracle Service Cloud (OSvC) Analytics and Knowledge Advanced (KA) Authoring tool.
The OSvC Analytics and Knowledge Advanced Authoring tool track/display times based on different references.
- For OSvC Analytics, the time is always based/referenced by its database time (PDT/UTC-7).
- For Knowledge Advanced Authoring tool, the time is based/referenced by the time-zone of the hosting data center of the target site.
As a result, time values can display differently between Analytics and the Authoring tool.
