Why do I see delayed impact after implementing a database index?

Resolution:

The time it takes to build a database index is dependent on the data in the database and table, the hardware in use, the current load on the database, and other factors such as the nature of the index. For this reason it can be expected to not see performance change in the system immediately after the implementation of a database index.
