How can a survey be submitted without all questions completed when all questions are set to required?

Resolution:

As long as all questions display in a survey, then all questions set to required will be required before survey submittal. However, it is possible to submit a survey without completing all questions in the survey if one or more questions are not displayed. This can occur in some or all browsers when HTML tags are added to the question text fields in the Question Designer rather than using the Display Options functionality to establish borders, padding, text color, and font family.
