Why are the answers in Customer Portal not displaying in the same language as the interface is set?

Environment:

Customer Portal (All Versions), Analytics

Resolution:

When using reports in Customer Portal, filter 'answers.special_settings is null' must be added for answers to be displayed in the proper language.
