Why is the response link variable ($response_link) not rendering as a clickable link in incident responses?

Environment:

Oracle B2C Service

Resolution: 

The response link variable uses the following Message Base as clickable text for the update link:  HTML_YOU_MAY_UPD_INCIDENT_MSG

The default value of this Message Base is: "You may update your incident here."  Ensure that this Message Base is populated.

In addition to setting the message base, the contact associated to the incident must have the login field populated.  When a contact record does not have a login, they are unable to login to the CP pages to access the incident.  The link will not be included in the response when that is the case.
