Why am I not permitted to modify customer portal widgets using the Widget Inspector tool?

When the "Admin SSL" option is enabled for a site and the customer portal administration page is accessed via "HTTP", the Widget Inspector tool is accessible and allows the viewing of widgets and attributes, but does not allow the modification of widget attributes.
In order to modify attributes via the Widget Inspector tool in such a scenario, the customer portal administration page has to be accessed via "HTTPS".
