Why is the New button grayed out on Notifications?

The button to add a New entry in the Notifications (Communication Center) is disabled/grayed out.
In order to activate the option to add a new Notification, you will need to enable the Message Template called Custom Notification, from Administrator Notifications.
This feature is directly linked with Message Templates feature, therefore you will need to have enabled and activated the Message Templates in order to be able to use custom notifications.
