How do I allow staff to launch a mailing without giving edit permissions?

When launching a mailing, because you are technically making an edit by changing the status, the Add/Edit option must be enabled at the profile level.

The reason the Add/Edit and Launch options are separated out at the profile level is to allow staff to modify content, without giving permissions for them to actually launch the mailing.  Therefore, Add/Edit can be enabled without Launch permissions, but Add/Edit must be enabled to allow Launch permissions.
