When importing two contacts with the same 'email' value, why is it importing two records instead of one?

Environment:

Data Import Wizard

Issue:

When using the Data Import Wizard and there are two records that have the same value in the 'email' field, the system is importing two records into the 'contacts' table, instead of just one.

Resolution: 

If Email Address Sharing is enabled, the first_name and last_name is included when importing contacts. This narrows the criteria by permitting multiple contacts that share a common email address as long as they have different first or last names. For example, any_email={1} AND first_name={2} AND last_name={3}.

With Email Address Sharing enabled, and importing both contact records from the attached .csv file, both contact records will be imported with the same email address.
