Why are email messages failing with EMAIL_AGENT_ERROR?

We have a message scenario that uses Email as a Delivery Channel and is setup to email two individuals. We noticed the emails are failing with 'EMAIL_AGENT_ERROR. Other message steps set up to email just one static email address are being sent as expected.
The behavior is seen on instances migrated to Oracle Cloud Infrastructure (OCI) due to the fact that the new Mail Transfer Agent requires the ',' (coma) to be used to separate the email addresses. If you have message steps where Email is used as Delivery Channel and more than one static address is configured, make sure you are using ',' (coma) to separate the addresses instead of ';' (semicolon).
