Why the activity set to 'Suspended' did not generate a new activity in Suspended status?

Field resource suspended the activity with the intention to work it later but Field Service did not generate a new activity in Suspended status this time.
When a user suspends an activity that has already been started, a new (copy of the original) activity is created in Suspended status and placed in the route to account for the time the resource spent in the activity. The original activity is converted to a not-ordered activity that can be restarted at a later time.
When a user suspends an activity that was still in Pending status, the activity is converted to a not-ordered activity and remains in Pending status. Activity can be started at a later time.
