Why is Routing assigining activities to a Resource that does not have the necessary Work Skill configured?

Routing assigned an Activity that has a specific Work Skill to a Resource that does not have the Work Skill specified.
As a first step of troubleshooting, check if the Resource has a Work Skill Group configured for his/her Work Skills.
If this is the case, investigate the presence of the specific Work Skill in Work Skill Group.
Activity requires Work Skill 'Trouble Call'
Resource is configured with Work Skill 'Test Group'
Work Skill 'Test Group' is a Work Skill Group which includes the Work Skill 'Trouble Call'
In this case, OFS is working as designed.
